Should disabled people be sterilized?

I found this shocking article in an Australian newspaper, Oct. 2012.

I quote: “Parents and carers of some disabled people are continually doctor shopping and going abroad in order to have their disabled children sterilized illegally, according to the Australian Human Rights Commission. Anecdotal evidence suggests that unauthorized non-therapeutic and forced sterilization is still common in Australia.

The National Disability Discrimination Commissioner, Graeme Inness, is seeking to have this practice criminalized. It should be a criminal offense for any adult to be sterilized without consent, apart from life-threatening circumstances.

A senator who has a daughter with Down’s Syndrome, said that menstrual management and the prevention of pregnancy appeared to be the major reasons for parents and caters to seek sterilization for their disabled charges.”
